The state of Somaliland under The ruling oligarchy!

(Oligarchy is defined by the dictionary as A form of government in
which the power is controlled by a few persons
it is also defined as a small group of people who together govern a
nation or control an organization, often for their own purposes)
“Verily never will Allah change the condition of a people until they
change what is in them selves. Allah created man virtuous. He gave
man intelligence and knowledge of His grace and mercy. If in spite
of all this man distorts his own will, if he has made his own sight
blind and changed his own nature or soul from what Allah gave him,
the favorable position in which Allah placed him will be changed and
once the punishment comes there is no turning it back” (wal ciyaadu
billaah) [Al Raad ch13v11]
Allah put Somaliland in a favorable condition and position but It
seems that they are changing what is in them selves. This is
happening in both sides! It is happening from the corrupted inept
government of Mr. Siilanyo as well as the people who are watching
the country slipping into a point of no return. We can not close our
eyes from what is going on in Somaliland under Siilanyo’s
administration and hope for the best.
Governments are expected a good return of the votes they are given
and the trust they are entrusted to them in the form of good
programs, political stability, justice and equality and social
advancement in their countries.
Good leaders abide and fulfill their promise they made for their
voters and their country, however bad leaders don’t fulfill their
promise. Others like Mr. Siilanyo simply betrayed the people who put
him there as well as the country by extension!
Good governments answer the concerns and demands of citizenries.
Good government conduit the interests of their people, and strive
the advancement of national goals and values.
Good governments mind the strength of their own internal economic,
political, and social realities.
Governments succeed or fail all or some of these dimensions.
Unfortunately Mr. Siilanyo’s government failed all of the above
dimensions, and worse yet they insist otherwise and shamelessly gave
them selves 70% success! What a shame! What hollowness!
The primary function for a state is to provide security--to prevent
cross-border invasions and infiltrations, and any loss of territory.
To remove domestic threats to or attacks upon the national order and
social structure.
To prevent crime related dangers to domestic security; and to enable
citizens to resolve their differences with the state and with their
fellow communities without resorting to arms or other forms of
physical force.
Good governments provide expected, identifiable, systematized
methods of adjudicating disputes and regulating both the norms and
the prevailing customs and traditions of their society. Mr.
Siilanyo’s administration also failed in this score squarely!
Good governments enable their citizens to participate freely,
openly, and fully in politics and the political process. This covers
the essential freedoms i.e.:
The right to participate in politics and compete for office freely
with out hindrance.
Respect and support for national and regional political
institutions.
Tolerance of dissent and difference;
and fundamental civil and human rights.
Siilanyo’s administration denied major political parties to
participate and compete for office because of where their base was
and because of the personalities which led the said parties!
States don’t fail by them selves, they are failed by bad leaders
There is no failed state with out bad leadership fail it.
In most failed states, regimes prey on their own citizens, driven by
governing elite's greed and insecurities.
They victimize their own citizens or some subset of the whole that
is regarded as hostile. The typical weak state plunges toward
failure when this kind of ruler-led oppression provokes a
countervailing reaction on the part of resentful groups
Citizens depend on states for security and free them from fear.
Unable to establish an atmosphere of security nationwide, and often
struggling to project power and official authority, the faltering
state's failure becomes obvious.
It is believed that Siilanyo’s administration offer unparalleled
economic opportunity—only to those clustered around him. The ruling
oligarchy!
Grows richer while their less fortunate brethren starve! Immense
profits are available from an awareness of regulatory advantages.
But the privilege of making real money when everything else is
deteriorating is confined to clients of the ruling elite or to
especially favor external entrepreneurs.
In such environment the state's responsibility to maximize the
wellbeing and personal prosperity of all of its citizens is
conspicuously absent, in such futile states.
Badly governed administrations like Mr. Siilanyo’s administration,
Corruption flourishes, and often thrives on an unusually destructive
scale.
There is widespread petty or lubricating corruption as a matter of
course, but escalating levels of venal corruption mark President
Siilanyo’s administration.
Siilanyo’s administration and Failed states typify the deterioration
and destruction of public institutions.
As rulers drain off funds from the state treasury, fewer capital
resources remain for maintaining and developing institutions both in
capacity and capabilities of the civil service.
Siilanyo’s administration and failed states exhibit flawed
institutions.That is:
only the institution of the executive functions.
If legislatures exist at all, they ratify decisions of the
executives.
Democratic debate is resisted or mainly visibly absent.
The judiciary is derivative of the executive rather than being
independent and citizens know that they cannot rely on the court
system
The bureaucracy has long ago lost its sense of professionalism and
professional responsibility and exists solely to carry out the
orders of the executive and, in petty ways, to oppress citizens.
That is Mr. Siilanyo’s administration in Hargeisa
